How do I get a Guarantee of Payment from BCBS Global Core for treatment abroad?

Email Global Core before the service, ask for a Guarantee of Payment by name, and answer its standard seventeen questions in one message. Processing takes three to ten business days, so send it at least two weeks ahead; if it is not processed in time you pay the provider and file the claim, with the email as proof you asked.

What to do, in order

  1. Step 1

    Know what Global Core does

BCBS Global Core is the Blue plans' service for care outside the United States. It does not decide coverage; it relays to your home plan. A Guarantee of Payment is its pre-arrangement with the foreign facility and the closest thing to a pre-authorization for scheduled care abroad.

  2. Step 2

Answer all seventeen questions in the first reply

Policy ID; patient name and date of birth; whether the patient is the subscriber; home address; facility name, full address, email and fax; treating physician's name, email and phone; inpatient or outpatient; reason for being in the country; admission and discharge dates; diagnosis; procedure description; whether surgery is needed and its date; whether it is an emergency. Each missing item costs a round trip.

  3. Step 3

Say it is scheduled maintenance treatment if it is

Give the schedule (for example an infusion every eight weeks), the diagnosis and drug codes, and point to previous paid claims for the same treatment. Copy the facility's international patient office so it can add the details only it holds.

  4. Step 4

File the claim afterwards either way

Send the invoice, proof of payment and the medical records. Post-service review for care abroad is normal. Keep every Global Core email; it is the record that you asked.

The deadline that applies

Global Core states three to ten business days to process a Guarantee of Payment. Your home plan's claim-filing and appeal deadlines are in your certificate (commonly one year to file a claim and 180 days to appeal a denial). The certificate controls.

Documents to gather

  • Your Global Core request email and every reply, with case numbers
  • The facility's name, address, email, fax and physician contact
  • Previous EOBs for the same treatment
  • After the service: invoice, proof of payment, medical records

Related questions

Can the hospital request the Guarantee of Payment instead of me?

Yes, through Global Core's provider inquiry channel. Do both if time is short; the member's request is on the record either way.

Does a Guarantee of Payment mean the claim will be paid?

No. Coverage terms still apply. It guarantees the arrangement with the facility and documents that you asked.

My plan says it cannot guarantee non-emergency outpatient care abroad. What then?

Then it is pay-and-claim. Keep the written answer; it is the plan telling you the procedure, and it belongs in any later appeal.
